Jean-Baptiste Colbert, Minister of Finance in France under Louis XIV, famously described the art of collecting taxes to be like plucking a goose, seeking to get the maximum amount of feathers for the least amount of hissing. This seems to be a good description of the approach of software companies to licence compliance in their customers, not because some customers feel pretty bruised by the experience, nor because they are pretty voluble about it, but because there is a clear trade-off between compliance revenues and customer relationships.
